FOUNDATION LEARNING – THE BASICS

What is Foundation Learning?

Foundation Learning is the new range of flexible learning programmes for young people and adults at Entry Level and Level 1.
It consists of units and qualifications from the Qualifications and Credit Framework (QCF) and is one of the four qualifications suites for 14–19 year old learners alongside General Qualifications, Diplomas and Apprenticeships.

What is Foundation Learning made up of?

There are three major elements within Foundation Learning programmes which are:

• Subject/vocational learning
• Personal and social development (PSD)
• Functional skills

The basic idea is that colleges will develop personalised learning programmes based on these three elements which will allow students to progress to a defined destination which could be Level 2, employment or independent living.
Each programme should take into account what the student has already achieved as well as their intended destination.

Timetable

The government has made it a requirement for all local authorities to provide some Foundation Learning to 14-19 year olds by September 2010, replacing key stage 4 engagement and Entry to Employment programmes over 2009/10. Rollout will be completed by 2013.
